Problem: VEHICLE DESCRIPTION: PASSENGER VEHICLES. UNDER CERTAIN CONDITIONS, THE SEAT BELT RETRACTOR CAN DEFORM AND CAUSE COMPLETE OR FREQUENT LOCKING OF THE RETRACTOR. AS A RESULT, THE SEAT BELTS CANNOT BE PULLED OUT OF THE RETRACTOR AND CANNOT BE USED. Recall Details
