Problem: FAILED TO MEET REQUIREMENT OF FMVSS #109, "TIRE STRENGTH TEST." THE TEST REQUIRES TIRE TREAD TO BE SUBJECTED TO 3/4" DIAMETER CYLINDRICAL STEEL PLUNGER BEING FORCED INTO THE TREAD AT THE RATE OF TWO INCHES PER MINUTE. CONSEQUENCE OF DEFECT: IF A TIRE FAILURE OCCURS WHILE VEHICLE IS BEING OPERATED UPON THE HIGHWAY, A CRASH MAY OCCUR BECAUSE OF THE DIFFICULTY IN CONTROLLING THE VEHICLE. Recall Details - 6/13/1986
