    VEHICLE WAS DRIVING DOWN ROCKVILLE IN WHICH THE VEHICLE HAD SMOKE COMING OUT AND TIRE LOOK LIKE IT WAS SPARKING.I WAS DRIVING UNABLE TO TAKE A PICTURE WHICH WOULD BE UNSAFE AT THE TIME.
