2021 LAND ROVER RANGE ROVER VELAR- Newcastle, WA
This complaint is filed regarding an inoperable vehicle subject to active safety recall NHTSA 26V-248 / JLR Campaign D126. My 2021 Range Rover Velar MHEV experienced a total charging failure and loss of motive power caused by an internal failure of the 48V-to-12V DC-DC converter (boost control microchip defect). A professional diagnostic confirmed the 12V battery is viable, but the DC-DC converter has zero output and is throwing charging communication faults. The vehicle is completely disabled and unsafe to drive. Jaguar Land Rover North America and its authorized dealerships refuse to service, replace the failed component, or ground the vehicle under the recall campaign without requiring multi-thousand-dollar out-of-pocket payment from me, citing 'remedy not yet available.' JLR has also refused alternative mobility/loaner support for a vehicle grounded directly by this federally acknowledged safety hazard.

My vehicle is subject to open recall N627 regarding the crankcase ventilation assembly. I brought the vehicle to my authorized dealer to have this recall performed. The dealer confirmed the recall applies to my vehicle but informed me that the required replacement part has been on backorder and unavailable for approximately 4 months. As a result, the recall repair has not been completed and my vehicle remains in an unrepaired, potentially unsafe condition. I am filing this complaint because the manufacturer has failed to make the remedy part available within a reasonable time, leaving an open safety recall unresolved for an extended period. I am requesting that NHTSA look into the delay in parts availability for this recall and press the manufacturer for a timely resolution. The contact owns a 2021 Land Rover Range Rover Evoque. The contact stated that while the vehicle was parked, the vehicle stalled and then failed to return to normal operation. The failure reoccurred on several occasions. The vehicle was taken to a dealer where it was diagnosed; however, the cause of the failure was not found. The messages "SOS System Inoperative" and "Battery Charging Failure" were displayed on the instrument panel, and the stability control became inoperative. The dealer stated that an engine temperature indication defect was detected, the battery lost power, exterior lights became inoperative, the vehicle indicated that the doors were open while the doors were closed, and that there were significant communication failures with the vehicle. The vehicle was not repaired. The contact researched and became aware of NHTSA Campaign Number: 26V248000 (Electrical System); however, the VIN was not included. The manufacturer was notified of the failure and referred the contact to the NHTSA Hotline to report the failure. The failure mileage was approximately 50,000.

RECALL REMEDY FAILURE-DEALER DENIED SAFETY REPAIR On 7/31 vehicle would shut off after cranking up. Eventually got a check engine light. I was out of town at the time and it was 630pm. I was able to take vehicle to a Advanced Auto so they could do a quick diagnostic check. Codes P0505--Idle Air Control System DTC Severity 2 of 3 and P0507--Idle Control System RPM Higher than expected also showed. I was able to drive back home but had to immediately give the car gas for the car to stay running. On 8/3 I contacted Land Rover/Jaguar and was told to bring the car in 8/4 for an appointment. By my 8/4 appointment I had already researched what could have been wrong with my vehicle and found that a recal for the same issue was done in 2022. Recall number--N627 H376..My land rover and VIN was associated with this recall. Once I arrived at the dealership and the car was looked at--it was determined the PCV assembly was bad (positive crankcase ventilator) and purge valve was bad. This is the exact same part (PCV) that was recalled in 2022. The dealership told me that the recall had been completed/closed in 2022 with the previous owner. I was told that I was responsible for the charges since the recall was completed in 2022. I do not believe this is correct. If the same issue happens again the manufacturer should reopen the recall again and I should not have had to pay for this. There was obviously another failure with the PCV assembly and the dealership/Land Rover Jaguar refused to fix the issue. In my research I also found out that this was an emissions recall and if not fixed I could possibly fail a DMV inspection check. In short--The exact same mechanical failure has returned and created an engine hazard. Land Rover/Jaguar refused to execute a permanent safety fix and charged me $1600 out of pocket for a failed safety component. I'm attaching information about PCV recall and can send invoice information/receipt when I can get it uploaded to my computer.

The backup camera on my 2021 Velar has stopped functioning. Service confirmed not a wiring issue and claims it is the NFSM Module not functioning correctly. There are several recalls on the module that include the model and year of my Velar. Although my VIN number is not included in the recall, it is highly suspect that it is a known faulty module for the year and model amongst other models from 2020-2024. It is a safely hazard and one that should not fall under the consumers responsibility. This make, model, year and VIN needs to be added to the recall. Please do the right thing and have it included in the recall. Thank you!

The safety defect remains unresolved, and my vehicle has been out of service since March 2026. Despite repeated attempts to obtain repairs, the manufacturer has been unable to provide the necessary replacement parts, leaving the vehicle unusable for an extended period of time. I am increasingly concerned about the severity of the defect and the potential safety risks it presents to vehicle occupants and the public. Based on information available through owner forums, dealer communications, and other reports, it appears that this issue may be affecting a significant number of vehicles and may not be an isolated incident. The ongoing inability to repair affected vehicles due to parts shortages raises additional concerns regarding the scope of the problem and the manufacturer's ability to adequately address the defect. Owners are being left without safe, operable vehicles for months while waiting for a resolution. Given the significant safety implications, the extended period my vehicle has remained out of service, the lack of available repair parts, and the apparent volume of similar complaints, I respectfully request that NHTSA reopen its review and conduct a more comprehensive investigation into this matter. Component/System: 48V Mild Hybrid Electric Vehicle (MHEV) system including the DC/DC Converter (subject of active recall D126), Battery Energy Control Module (BECM), Telematics Control Unit (TCU), Battery Charge Control Module (BCCM), and Vehicle Immobilizer Module (VIM). All components are available for inspection upon request. What happened: My 2021 Range Rover Sport HSE MHEV (VIN: [XXX] ) experienced a complete no-start condition after sitting for approximately one week. Prior to towing the vehicle to Hendrick Jaguar Land Rover Charlotte, I performed a live data diagnostic using a Land Rover specific iCarsoft LR V3 diagnostic tool which confirmed the 48V hybrid battery at 17.86% state of charge critically below the minimum threshold required to authorize a start sequence. The TCU, BCCM, and VIM all showed not fitted simultaneously a known cascade effect of a critically depleted 48V MHEV system. Recall D126 for DC/DC Converter failure was confirmed on my vehicle. The DC/DC converter manages power transfer between the 48V and 12V systems. Its failure directly caused the 48V battery depletion and subsequent cascade module failures. Safety risk: The vehicle became completely immobile with no warning. The immobilizer went offline preventing the vehicle from starting, stranding the occupant in a parking lot. A vehicle that shuts down without warning and cannot be restarted poses a serious safety risk to the driver and other road users. Additionally the DC/DC converter failure affecting the MHEV system represents a risk of sudden loss of hybrid assist during driving.
