2023 CHEVROLET SILVERADO 1500- South Milwaukee, WI
RE: FORMAL COMPLAINT–RECALL FRAUD & VIN TAMPERING SUBJECT: Falsified Recall N252494000 & 18 U.S.C. § 511 Violations VEHICLE: 2023 Chevy Silverado (VIN: [XXX] ) INCIDENT: March 7, 2026 FROM: [XXX] | [XXX] I am reporting severe Federal Recall Fraud and VIN tampering by Kunes Auto Group (WI). GM records and physical evidence prove Kunes falsified Safety Recall N252494000 (L87 Loss of Propulsion) and sold an illegally rebuilt wreck with mismatched VINs. 1. Falsified Recall: On 4/9/2024, Kunes logged a PicoScope Inspection marking the recall "Passed" (Trans #XX-XXX). The NHTSA remedy requires installing a 0W-40 oil cap/flush. When the engine seized on 3/7/2026, it still had the factory 0W-20 cap. Kunes billed GM for a safety remedy never performed. 2. Concealed Defects: Despite the "Closed" recall, the truck exhibited L87 defect symptoms. I brought it to Kunes three times (Oct 2025 - Feb 2026). They dismissed the warnings and released the truck as safe. 3. VIN Fraud (18 U.S.C. § 511): The 2023 truck has 2025-stamped frame/axle parts. Holz Motors (authorized GM) blacklisted it on 3/6/2026 (RO #1583470), stating in writing: "DUE TO... MISMATCHED VINS DOOR TO DASH, SALVAGED REAR AXLE... HOLZ WILL NOT BRING THIS TRUCK IN." 4. Highway Failure: On 3/7/2026, the L87 motor suffered total Loss of Propulsion at 70 MPH in traffic. The sudden loss of power steering/braking nearly caused a multi-vehicle fatality. REQUESTED ACTION: 1. Audit Kunes’s PicoScope data for the 4/9/2024 transaction. 2. Investigate remedy fraud (missing 0W-40 cap). 3. Investigate tampered/mismatched VINs and off-the-books rebuild. 4. Sanction dealer for fraudulent safety certifications. I declare under penalty of perjury these statements are true. 2020 CHEVROLET SILVERADO 1500- Denmark , WI
Engine lifter failure while traveling at highway speeds, loss of power in traffic during rush hour on a multi lane interstate nearly got rear ended and side swiped.

2022 CHEVROLET SILVERADO 1500- Apple Valley, CA
While turning left, the transmission stuttered and got stuck in first gear. I did some basic research and learned that this is a known issue with 2020-2022 Chevrolet Silverado vehicles. I attempted the suggested fix which worked briefly. I then took the vehicle to my local Chevrolet dealer for repairs. After further research I learned that this is a known issue with my year and model of Silverado. GM further voluntarily offered a 15 year, 150,000 mile warranty for this issue. According to GM, my particular VIN is not included in this recall. I am concerned as to how many other trucks are not included. This issue also cost nearly $4,000 for the repair.

2006 CHEVROLET EXPRESS- Sutton, AK
Odometer Fraud. The contact owns a 2006 Chevrolet Express. It was discovered that there was a mileage discrepancy. The vehicle was a private sale. At the time of purchase, the vehicle mileage was 178,000, and at the time of registration, it was discovered that the mileage was 394,745.

2016 CHEVROLET VOLT- Lake Oswego, OR
After experiencing loss of power and loss of propulsion on the highway, took the car to Tropical Chevrolet in Miami Shores, FL. after diagnosing the car for $287.37 (credited to the estimate total of $3101.20), the dealership replaced the Battery Energy Control Module and bled the battery pack cooling system. We paid the bill ($2665.89). On January 4, 2026 the check engine light came on again when the propulsion was reduced again, while driving on a highway. Tropical reported that the cause of the failure was their failure to replace or do the original repair at all. They replaced the exhaust gas recirculation valve and refilled the cooling system. The parts should be covered by warranty. We filed a claim with GM 2 months ago and still have not been reimbursed.

2024 CHEVROLET TRAVERSE- Lakeland, FL
Vehicle driving 32 miles an hour had sudden brake failure. The brakes did not work. Then, the vehicle had the following faults; ESC fault, traction and stability control fault, brake system fault, air conditioning failure (blowing hot air while 92 degrees out), lane assist fault, power steering fault. The vehicle almost slammed into traffic as it could not stop. The vehicle has 14872 miles.

2022 CHEVROLET SILVERADO 1500- GREAT FALLS, MT
While stopped at a stop light engine quit running and after three attempts to restart MIL appeared and stated low oil pressure. Safety hazards included; being stuck at an intersection blocking traffic and putting myself at risk of being rear ended. was below freezing temperatures and stranded for an hour before tow arrived GM dealership found engine to be bad and needs replaced.

2012 CHEVROLET MALIBU- Gahanna, OH
On March 4, 2026, my wife was driving the vehicle when she suddenly lost power steering. The steering wheel became extremely difficult to turn, creating a dangerous situation that could have resulted in serious injury. She was able to safely pull over and contact me. I carefully drove the vehicle home. The vehicle was taken to Jeff Wyler Chevrolet of Columbus for diagnosis and repair. The dealership confirmed that the problem involved the power steering system. The repair cost was $1,513.03. After researching the issue, I discovered that this 2012 Malibu is subject to a special coverage related to the steering torque sensor. General Motors had reportedly sent notification letters to owners, but we never received one. Had we been aware, we would have addressed the issue immediately. This defect represents a significant safety risk, as sudden loss of power steering could cause an accident or serious injury.

2024 CHEVROLET COLORADO- Farmington, MN
A few weeks ago the heat started performing intermittently, about half the time only blowing out cold air even with the temperature set to 85°. I live in Minnesota and we have had numerous weeks of below 0 temperatures. Lo and behold, I find out there are widespread reports of the O ring seals on the radiator and heater hoses failing and causing coolant leaks. These leaks are significant enough to render the vehicle inoperable and with no cabin heating or cooling. This could lead to life-threatening situations in adverse weather conditions. It could also create dangerous roadside failure situation in heavy traffic, particularly on interstate highways. Dealers are aware of the issue and are currently repairing vehicles under warranty. However some dealers are telling owners that the cooling system is not part of the engine and drivetrain, and therefore is not covered under the original factory warranty if the vehicle has exceeded the initial bumper to bumper warranty limits. Dealers are also telling owners that parts are on backorder due to high demand, and that repair wait times could take weeks. The vehicle is unsafe to operate with a known coolant leak.
